Vintage paper mache nodder head doll. Possibly a conductor or military personnel. There are some paint chips throughout and places where it's rubbed off-see legs (hidden when it's put together). The jacket has some spots on the back. It needs to be adjusted a bit as the head is looking down and to the side when it's together (or you can leave it and he can give everyone the side-eye).
